The short answer

ElevenLabs is the leading specialist AI voice platform. Its new Eleven v4 model produces expressive speech in more than 90 languages, and the same account covers voice cloning, dubbing, music, sound effects and voice agents. A free plan gives about 10 minutes of speech a month for non-commercial use, and paid plans run from $6 to $990 a month, all drawing on one shared credit pool.

ElevenLabs is the best-known name in AI voice. It started as a text-to-speech tool and now covers voice cloning, dubbing, music, sound effects, video and full voice agents for customer service. In late September 2026 it launched Eleven v4, which it calls its most emotive speech model yet. This review covers what ElevenLabs does, what it costs as of October 2026, where it is strong, where it is weaker and who should pay for it. It is based on ElevenLabs’ own product, pricing and help center pages, and we haven’t run extended hands-on tests, so treat the strengths below as what the vendor documents rather than our own measurements.

What ElevenLabs can do

ElevenLabs sells two main products built on the same models: ElevenCreative for content and ElevenAgents for conversational agents, plus the ElevenAPI for developers.

  • Text to speech. Type or paste a script and pick a voice. ElevenLabs says its library has more than 17,500 voices, and you can describe how a line should be delivered or add inline tags such as [laughs], [whispers] or even sound effects like [light rain].
  • Eleven v4. The new model is built on what ElevenLabs calls an entirely new architecture. It says v4 interprets tone, pacing and context better, keeps a voice consistent across long projects, handles multi-speaker dialogue more naturally, and lets a voice recorded in one language speak another with a native accent. ElevenLabs cites a #1 ranking on the Artificial Analysis voice leaderboard and blind tests in which about 75% of listeners preferred it, both from the company’s own announcement.
  • Voice cloning. Instant Voice Cloning works from a short sample (ElevenLabs says as little as 10 seconds with v4). Professional Voice Cloning trains a dedicated model on much more audio, ideally 30 minutes or more, and the help center says it usually takes 3 to 6 hours to be ready.
  • Dubbing. Automatic dubbing translates video or audio into more than 90 languages, and Dubbing Studio lets you edit the result line by line. ElevenLabs says its newer dubbing model carries over the tone and emotion of the original performance, not just the words.
  • Studio. An editor for podcasts, audiobooks and video voiceovers, with a timeline, captions, music, sound effects and a Studio Agent that drafts a script, picks voices and places clips. Speech Correction lets you fix a spoken mistake by editing the text instead of re-recording.
  • Music, sound effects and voice tools. Eleven Music generates tracks with or without vocals, and there are tools to generate sound effects, change one voice into another, and remove background noise.
  • Image and video. Paid plans can create images and video inside ElevenLabs, using third-party models that the home page lists as Veo, Wan, Kling and Seedance.
  • Voice agents. ElevenAgents builds agents that answer by phone, chat, email and WhatsApp, with testing, guardrails and analytics. The faster Eleven v4 Turbo is designed for this, with ElevenLabs quoting a median time to first speech of about 150 milliseconds. For background on agents in general, see AI agents explained.

What ElevenLabs costs

ElevenLabs sells creator plans by credits, which every product draws from. Text to speech uses about 1 credit per character, so 10,000 credits is roughly 10 minutes of speech. ElevenLabs’ pricing page lists these US prices as of October 2026:

PlanPrice per monthCredits a monthNotable for
Free$010,000 (~10 min of speech)Trying it out; no commercial use, attribution required
Starter$630,000 (~30 min)Commercial license, Instant Voice Cloning, Dubbing Studio, image and video
Creator$22 ($11 first month)121,000 (~121 min)Professional Voice Cloning, buying extra credits
Pro$99600,000 (~600 min)Higher-quality 192 kbps audio, 44.1 kHz PCM via the API
Scale$2991.8 million3 seats, team collaboration
Business$9906 million10 seats, low-latency speech from 5 cents a minute
EnterpriseCustomCustomSSO, custom terms, HIPAA agreements

A few rules are worth knowing before you pick a plan:

  • One credit pool for everything. ElevenLabs lists approximate costs per product: speech to text uses 330 credits a minute, music 900 a minute, sound effects 200 per generation, and voice changing or isolation 1,000 a minute. Dubbing is the expensive one, from 2,000 credits a minute for automatic dubbing with a watermark up to 10,000 a minute in Dubbing Studio without one. A few minutes of dubbing can use most of a Starter plan.
  • Rollover. On paid plans, unused credits roll over for up to two months, so your balance can reach three times your monthly quota. Downgrading or canceling forfeits them at the end of the cycle.
  • Annual billing. Paying yearly costs ten times the monthly price, which works out to $5 a month for Starter and $18.33 for Creator.
  • Licensing. ElevenLabs’ help center says paid-plan content can be used commercially indefinitely, even after you cancel. Free-plan content can’t be used commercially, and if you publish it you must credit ElevenLabs, for example with “elevenlabs.io” in the title. Features labeled as beta are excluded from commercial use on every plan.

Pros

  • Some of the most natural AI voices available, with fine control over emotion and delivery through tags and plain-language directions.
  • One account covers almost every audio job, from voiceovers and audiobooks to dubbing, music, sound effects and agents.
  • Wide language support, with more than 90 languages for speech and dubbing.
  • A cheap way in. Starter at $6 a month already includes a commercial license and Instant Voice Cloning.
  • Strong cloning safeguards. Professional clones must be verified as your own voice, and ElevenLabs says it blocks cloning of celebrity and other high-risk voices.
  • Credits roll over for up to two months on paid plans, so a quiet month isn’t wasted.

Cons

  • Credits are hard to predict. Everything shares one pool, and dubbing and music use credits fast, so heavy users can run out mid-project.
  • The free plan is limited. About 10 minutes of speech a month, no commercial use and mandatory attribution if you publish.
  • Big jumps between tiers. The step from Creator at $22 to Pro at $99 is steep if you only need a little more audio.
  • Voice cloning raises real risks. Safeguards exist, but you are responsible for having the rights to any voice you use, and laws on voice likeness vary by country.
  • Performance claims are the vendor’s own. The leaderboard ranking and listener tests come from ElevenLabs’ announcement, so it’s worth testing your own scripts on the free plan before paying.

Who should use ElevenLabs?

Choose ElevenLabs if voice is central to your work: YouTube and social voiceovers, podcasts, audiobooks, e-learning, game characters, dubbing video for other markets, or building a voice agent for customer service. Starter is enough to test commercial projects, and Creator is the sensible tier for regular creators because it adds Professional Voice Cloning and more than 2 hours of speech a month. Teams that produce audio at volume, or businesses building phone agents, will land on Scale or Business, where shared seats, team collaboration and much larger credit pools start to matter more than the headline price.

If you only need an assistant that talks back to you, you don’t need ElevenLabs. The voice modes built into general assistants are included in their plans: see how to use ChatGPT Voice and how to use Gemini Live. If you’re producing visuals rather than sound, our best AI image generators guide compares the leading tools, and Grok Imagine covers images and short video together.

Is ElevenLabs free?

Yes, there is a free plan with 10,000 credits a month, roughly 10 minutes of text to speech. It has no commercial license, and if you publish anything made on it, ElevenLabs requires attribution such as "elevenlabs.io" in the title. Paid plans start at $6 a month.

As of October 2026, Starter is $6 a month, Creator $22 (with the first month at $11), Pro $99, Scale $299 and Business $990, with Enterprise priced on request. Paying yearly costs ten times the monthly price, so you get two months free.
